One of basic elements of research into political systems is its institutions. They regulate human behavior and as such, they are subject to adjustment to attain the most desirable form. On the one hand, they have enormous potential for putting reality in order. On the other hand, under certain circumstances, they can turn out to be destructive. Contemporary democracies however, are founded on institutions, which are conditio sine qua non for their consolidation. The author of the article focuses on selected issues, which indicate that the construction of a system of democratic institutions does not fully ensure that a democracy will last and that the processes of retreat from democracy should not be regarded as inconceivable
