: Contributions of the historic research for the prevention of flood risk : the case of Ill (Hau - Rhin, France)

Indeed, the knowledge of the past floods of Ill river has a direct application in terms of territorial development, in particular within the framework of the current procedures of management of flood risk. From the law Barnier in 1995 to the law Bachelot in 2003, the objective of the French Administration is to strengthen the risk prevention, and to optimize the zoning toolsof the Flood Risk Prevention Plan ( PPRI). For the PPRI, the watchword is from now on : dialogue, information, risk culture, by privileging the multidisciplinary approach and the valuation of the local cultures and all the available data (historical aspects, memory, experience). The evolution of the procedure from 1995 till 2003 (and even 2006, for the last recommendations) aiming in particular at favoring the efficiency and the acceptance of the statutory procedures and at reducing the situations of blocking, offers to the historians of new perspectives of research which will be evoked through the example of Ill river.L'intérêt de ce travail est d'inscrire la démarche historique dans une logique de recherche appliquée. En effet, la connaissance des inondations passées de l'Ill a une application directe en termes d'aménagement, notamment dans le cadre des procédures actuelles de gestion du risque d'inondation. De la loi Barnier en 1995 à la loi Bachelot en 2003, l'objectif de l'Etat est de renforcer la prévention des risques, et d'optimiser les outils de zonage réglementaire de type Plan de Prévention des Risques d'Inondation (PPRI). Pour le PPRI, le mot d'ordre est dorénavant : concertation, information, culture du risque, en privilégiant l'approche pluridisciplinaire (ou l'histoire trouve pleinement sa place) et la valorisation des cultures locales et de l'ensemble des données disponibles (aspects historiques, mémoire, expérience...). L'évolution de la procédure de 1995 à 2003 (et même 2006, pour les dernières recommandations) visant en particulier à favoriser l'efficacité et l'acceptation des procédures réglementaires et à réduire les situations de blocage, offre aux historiens de nouvelles perspectives de recherche qui seront évoquées à travers l'exemple de l'Ill
