Les politiques de 'développement urbain durable' face aux héritages territoriaux. Regards romains sur la coordination transport/urbanisme

International audienceThe Italian capital offers an interesting location in which to analyse the action of local politics attempting to control both transport and urban development ; indeed, the “Eternal City” is known for its low quality public transport system, weak urban planning and for its political and cultural promotion of the use of the car as a main means transport. At the end a decade in which considerable amounts have been spent trying to cure “the genetic disease of a city conceived without transport plan”, the validation, in March 2006, of a new regulation plan for the city – a conclusion of an intense conceptual renewal and of a rather new administrative and institutional cooperation – confirmed that the availability of public transport is the priority for a modern Roman urban project. In a city formed of urban sprawl - which must manage the inheritance of a century of extensive growth, partly based on speculation and illegal use of land for construction - the rail networks appears to be the main tool for a sustainable urban development. The target is to coordinate the modernisation of the railway network/stations together with the rearrangement of the existing city and the development of secondary urban centres. The implementation of the joint operations of urban planning and transport meets obstacles similar to other projects in Europe, such as : institutional competitions, non-synchronisation of the decision-making process and the difficulty to group inhabitants around train stations. In addition, this implementation faced the specific heritage of the Italian capital, that is to say : weak legal and financial means for the city institution to implement the process, dependence on the main State authority and historical power of the private construction firms. The analysis of Rome offers the opportunity to identify the different issues faced by a changing metropolis and to raise a certain number of questions in relation to sustainable urban growth.La capitale italienne offre un terrain original pour l'observation des politiques de maîtrise conjuguée des déplacements et de l'aménagement urbain ; en effet, la « Ville éternelle » fait depuis longtemps partie des « mauvais élèves » de l'Union européenne en matière de transports collectifs, dans un contexte de faiblesse structurelle de la planification urbaine et d'incitation politique et culturelle à l'« automobilité ». Au terme d'une décennie d'investissements considérables engagés pour tenter de guérir « la maladie génétique d'une cité conçue sans plan de transport », l'adoption en mars 2006 d'un nouveau « Plan régulateur », fruit d'un intense renouvellement conceptuel et d'une coopération administrative et institutionnelle inédite, consacrait l'inscription du transport public au cœur du projet urbain romain. Dans une ville « diffuse », qui doit gérer l'héritage d'un siècle de croissance extensive en bonne partie spéculative et abusive, la modernisation des réseaux ferroviaires se veut désormais l'outil du développement et de l'aménagement urbains durables. L'ambition est de coordonner la requalification des lignes, des gares et des stations avec la recomposition de la ville existante, le développement de pôles d'urbanisation et la création de nouvelles « centralités » à l'échelle métropolitaine. La mise en œuvre des opérations couplées urbanisme / transport a rencontré des obstacles « traditionnels », que l'on retrouve sous des formes diverses dans les autres métropoles du continent : rivalités institutionnelles, désynchronisation des processus décisionnels, difficulté à dégager des marges de densification autour des gares. Mais elle s'est surtout heurtée aux héritages spécifiques du territoire romain : faiblesse des moyens d'une commune au territoire immense, dépendance à l'État, puissance historique des grands constructeurs romains, dont l'emprise persistante sur les dynamiques urbaines a contribué à dénaturer les projets initiaux. Ainsi l'analyse du cas romain offre-t-elle l'opportunité d'identifier les enjeux d'une métropole qui se cherche et de soulever nombre des questionnements ouverts par les politiques de « durabilité urbaine »
