In November 2019, the Ministerial Working Group on Internal Security and Strengthening the Rule of Law decided to launch further preparation of an anti-corruption strategy. On 23 April 2020, the Ministry of Justice appointed a preparation and steering group to draft an anti-corruption strategy and action plan. The group utilised the draft strategy formulated by the anti-corruption cooperation network in the preparation of the Strategy and Action Plan. The preparation work also took into account the UN Sustainable Development Goals (2030 Agenda) and the recommendations issued by the UN, the OECD, the Council of Europe and the European Union to Finland to reinforce its anti-corruption work.
