During the late 1980s through the mid-1990s, academic programs continued to flourish at USF St. Petersburg. Although the campus remained an upper-level commuter school, vibrant academic and student leadership activities defined the town-and-gown relationship with the community that became the norm after the arrival of H.W. Bill Heller.
