International audienceLineages and local power : The indigenization in Soviet Kyrgyzstan in the 1920s and 1930s Political apparatuses of cattle-rearing areas with a mostly Kyrgyz population were structured according to family ties -- a fact that did not escape the notice of either the Kyrgyz Autonomous Republic or the Soviet central power, which considered it a genuine hindrance to the construction of Soviet state and society. This phenomenon, which Soviet leaders utilized but nonetheless decried in official discourse, was inherited from the tsarist practice of co-opting traditional elites.
