The " student finance " model, which combines higher fees (cost-sharing) and student loans, dominates by now the reforms of higher education finance around the world. This paper endeavours to show that : (i) cost-sharing without student borrowing, and student borrowing without cost-sharing are - on certain conditions - compatible with the preservation of public higher education systems ; (ii) implemented together, they tend to break up those public systems and - with the assistance of the New Public Management - to build the markets for higher education services ; (iii) in the countries which have adopted the full model, the available empirical evidence does not seem to support its claim to greater efficiency and justice.Progresse rapidemen...
