L'extension périurbaine de Bucarest depuis 1989

Peri-urbanization in Romania is rather recent and it deserves a deeper study. The fall of the communist regime in December 1989 brings a liberation of the energies in all the domains, in particular in the real estate and the mobilities. It is about a phenomenon that marks Bucharest and the urban and rural localities, which surround it: the first one, the second even the third crown of municipalities. The signs of the peri-urbanization, whether it is in "oily mark", in "tentacles" or in "sprawl", can be observed for a decade at first in the North and the West of the capital, both being well enough served in highways. But this phenomenon manifests itself in a chaotic way because of the lack of strategies and reliable tools of town planning. The lack of dialogue between the actors is another major cause of the town planning disorder in Bucharest. The utilities, as well as transport's accessibility are insufficient. The real estate construction goes at first in a speculative purpose, making that in certain places the prices are inaccessible to a majority of Romanians. The North is rather intended for the residential construction and for the spaces of office buildings, while the West is marked by the appearance of the logistics centers or the commercial areas. We can suppose that the existence of the A1 highway towards Piteşti, on the West of Bucharest, is the main reason for the appearance of these companies, whereas for the North the presence of lakes and forests, as well as the nearness of the Carpathians, urge the developers to build housing and the inhabitants of Bucharest to leave the capital to settle down there. The East and the South are quite neglected, but the new economic environment makes that these parts begin to be exploited thanks to the still cheap prices of the grounds. Will they become attractive for those who want to go away or on the contrary to get closer to Bucharest?La périurbanisation en Roumanie est assez récente et mérite une étude approfondie. La chute du régime communiste en décembre 1989 amène une libération des énergies dans tous les domaines, notamment dans l'immobilier et les mobilités. Il s'agit d'un phénomène marquant à Bucarest et dans les localités, urbaines et rurales, qui l'entourent : la première, la deuxième voire la troisième couronne de communes. Les signes de la périurbanisation, qu'elle soit en " tache d'huile ", en " tentacules " ou en " mitage ", s'observent depuis une dizaine d'années d'abord au nord et à l'ouest de la capitale, les deux étant assez bien desservies en axes de communications. Mais ce phénomène se réalise d'une manière assez chaotique car on manque de stratégies et d'outils d'urbanisme fiables. Le manque de concertation entre les acteurs est une autre cause majeure du désordre urbanistique bucarestois. Les réseaux d'infrastructures, ainsi que les axes et les infrastructures de transport sont insuffisants. La construction immobilière se porte d'abord dans un but spéculatif. Cela fait que dans certains endroits les prix sont inaccessibles à une majorité de Roumains. Le nord est plutôt destiné à la construction résidentielle et aux espaces de bureaux, pendant que l'ouest est marqué par l'apparition des centres de logistique ou des espaces commerciaux. On peut supposer que l'existence de l'autoroute A1 vers Piteşti, à l'ouest de Bucarest, est la principale raison pour l'apparition de ces entreprises, tandis que pour le nord la présence des lacs et des forêts, ainsi que la proximité des Carpates, poussent les promoteurs à construire des logements et les Bucarestois à quitter la capitale pour s'y installer. L'est et le sud sont assez délaissés, mais le nouveau contexte économique fait que ces parties commencent à être exploitées grâce aux prix des terrains encore bon marché.
