Regional Development Around a New Profile of Emerging Mid-Sized Cities. The Case of Níjar (Andalusia, Spain)

Currently, in a social and economically difficult moment for territorial development, in which inequalities are accentuated and traditional territorial balances are disappearing due to postmodern society and fierce capitalism, the peculiarities of the Andalusian city system, its structure and organization of their components -with many mid-sized cities-, appear as positive factors in reaching regional development in this space. In this case, we propose to approach the situation of Níjar, in the southeastern tip of Spain, an emerging mid-sized city born after the meteoric success of the intensive agriculture and the tourism which, because of its strategic position in the Iberian Peninsula, is also passing zone and location for logistical and energetic infrastructure. First of all, we update geographical discourse about mid-sized cities in Andalusia, their unique historical roles and their current role in the articulation of regional space. Secondly, we limit our work to the analysis of a mid-sized city particularly -Níjar-, a case study which will explore the peculiarities of this urban phenomenon and its current and potential problems for regional development. Likewise, we will approach the phenomenon of Andalusian Agrotown, fully urban entities whose economic profile is based on the agricultural sector, of which Níjar is an excellent example. Finally, we analyze what planning says about the role that the andalusian mid-sized cities have under the current Welfare State and in the territorial cohesion of Andalusia.L'Andalousie est un territoire de peuplement ancien et important, et son histoire urbaine nous a légué un système de villes parfaitement hièrarchisé et réparti dans toute la région. Actuellement, dans un contexte social économiquement difficile pour le développement territorial, dans lequel les inégalités s'accentuent et les équilibres territoriaux disparaissent dû à la montée d'un capitalisme post-moderne et féroce, les particularités du système urbain andalou, sa structure et l'entité de ses composantes - avec une prédominance des villes moyennes- apparaissent comme un facteur positif pour l'obtention du développement régional dans cet espace. Dans ce cas, nous nous intéresserons au cas de Níjar, au sud-est de l'Espagne, une ville moyennement émergente, née suite au succès de l'agriculture intensive et du tourisme, qui, par sa position stratègique dans la Péninsule Ibérique est en plus une zone de passage et de localisation des infrastructures énergétiques et logistiques. En premier lieu, nous actualiserons le discours géographique sur les moyennes villes andalouses, leur rôle historique particulier et leur rôle actuel dans l'articulation de l'espace régional. En second lieu, nous voudrions délimiter notre travail à l'analyse d'une ville moyennement particulière -Níjar-, à l'extrême sud-oriental de l'Andalousie, comme cas d'étude valide pour connaître un grand nombre des particularités de ce phénomène urbain, ses problématiques actuelles et ses potentialités pour le développement régional. Nous nous intéresserons également de cette manière au phénomène de agroville andalouse, entités pleinement urbaines mais qui disposent d'un profil économique fondamentalement basé sur le secteur agricole, dont Níjar est un excellent exemple. Pour finir, nous analyserons ce que dit la planification quant au rôle des villes moyennes andalouses dans le cadre de l'actuel "Etat de Bien-être" et dans la cohésion de l'Andalousie
