Kolektyvinė gynyba ir saugumas NATO strateginėje koncepcijoje

The topic of this research paper is the perception of collective defence and security in strategic concepts of the members of the North Atlantic Treaty Organization. Relevance and novelty: North Atlantic Treaty Organization was established so that the member countries could defend against a possible attack by the USSR together. Object of the research: NATO strategic documents (1949 – 2020) and deterrence theory. Aim of the research: To analyse NATO strategic documents. Tasks of the research: 1. Describe the concept of the deterrence theory; 2. Review and analyse NATO strategic documents; 3. Understand how NATO incorporates deterrence theory into its defence strategy, with a stronger focus on the recent NATO strategic documents, and understand whether the organization continues to rely on deterrence theory as a key defence strategy; 4. To determine whether the strategy used by NATO is sufficient to ensure the security of member states. Research problem – is NATO’s strategy weakening or is it rather becoming more relevant; how relevant is NATO in the 21st Century, deterrence change in NATO’s strategies and what determines it. The methodology of the research: this research paper is based on qualitative research method, which means it is mostly based on facts expressed in words, rather than numbers, since the research method is based on analysing the documents of the Alliance. The paper is based on secondary data and will be analytical. The research is based by applying the deterrence theory. Conclusions: by analysing the documents of NATO’s strategies we see the change in NATO’s plans for defence and deterrence, although the main principles of the Alliance remained the same. when analysing newer strategies, it is clear that NATO may have lost the trust of some allies and it needs to regain it. Allies demand for a new strategy, one that covers all the issues the world is now facing. However, in the beginning NATO perfectly adapted to the threats and had the trust of its allies. Research limitations/implications – this research only analyses the strategic documents of NATO, therefore the work that was actually done by the Alliance is not mentioned nor it is relevant to the research. This paper only relies on the theoretical part of NATO’s work. In order to see the relevance of NATO today, the paper uses some articles of critics.Šio tyrimo tema yra gynyba ir atgrasymas Šiaurės Atlanto sutarties organizacijos strateginėje koncepcijoje. Aktualumas ir temos išskirtinumas: Šiaurės Atlanto sutarties organizacija buvo įkurta tam, kad šalys narės galėtų bendrai gintis nuo galimo SSRS puolimo, naudojant atgrasymo metodą. Dabar kai kurie ekspertai ir politikos atstovai mano, kad organizacija nesugeba prisitaikyti prie naujų galimų grėsmių, todėl negali suteikti pakankamos apsaugos šalims narėms. Šiame tyrime išnagrinėsiu NATO strateginius dokumentus nuo 1949 m. iki dabar ir apžvelgsiu NATO gebėjimą prisitaikyti ir atgrasymo teorijos taikymą strateginiuose dokumentuose. Tyrimo objektas: NATO strateginiai dokumentai (1949 – 2020) ir atgrasymo teorija. Tyrimo tikslas: Išanalizuoti NATO strateginius dokumentus. Tyrimo uždaviniai: 1. Apibūdinti atgrasymo teorijos sąvoką; 2. Peržvelgti ir išanalizuoti NATO strateginius dokumentus; 3. Suprasti, kaip NATO įtraukia atgrasymo teoriją į savo gynybos strategiją, labiau sutelkiant dėmesį į naujausius NATO strateginius dokumentus ir suprasti ar organizacija ir toliau remiasi atgrasymo teorija kaip pagrindine gynybos strategija; 4. Nustatyti ar NATO naudojama strategija yra pakankama šalių narių saugumui užtikrinti. Tyrimo metodika: šis tiriamasis darbas yra paremtas kokybiniu tyrimo metodu, o tai reiškia, kad jis daugiausia bus paremtas faktais, išreikštais žodžiais, nes tyrimo metodas yra pagrįstas Aljanso strateginių dokumentų analize. Šis darbas paremtas antriniais duomenimis ir yra analitinis. Tyrimas pagrįstas atgrasymo teorijos taikymu. Išvados: analizuodami NATO strateginius dokumentus, matome NATO gynybos ir atgrasymo planų pokyčius, nors pagrindiniai Aljanso principai išliko tie patys, analizuojant naujesnes strategijas akivaizdu, kad NATO gali prarasti kai kurių sąjungininkų pasitikėjimą ir organizacijai privalu jį atgauti. Sąjungininkai reikalauja naujos strategijos, apimančios visus klausimus, su kuriais dabar susiduria pasaulis. NATO savo įsteigimo pradžioje puikiai prisitaikė prie grėsmių ir turėjo sąjungininkų pasitikėjimą. Tyrimo apribojimai/pasekmės: šiame tyrime analizuojami tik NATO strateginiai dokumentai, todėl darbas, kurį praktikoje atliko organizacija nebus vertinamas ir nėra susijęs su tyrimu. Šis darbas remiasi tik teorine NATO darbo dalimi.
