Socioeconomic, political and institutional factors in determining the logistical efficiency of countries

The globalization of markets, driven by the evolution of buying and selling technologies, has made monitoring the logistical efficiency of countries essential. This measurement also allows the main players in global logistics to compare themselves and helps governments and policy makers in carrying out the necessary reforms in the pursuit of economic advantage and efficiency. Since logistics is considered a system, its measurement goes beyond aspects related to infrastructure quality or any other operational aspect. Thus, the objective of this research is to propose a model for measuring the logistical efficiency of countries, considering socioeconomic, political and institutional factors pointed out in the literature. For this, the countries belonging to the LPI index were analyzed for the year 2018, applying the non-parametric technique Data Envelopment Analysis (DEA) in order to process the factors and establish the Decision Making Units (DMUs) more efficient through scores. In addition, it was decided to group countries into clusters with common characteristics so that the result of the efficiency analysis indicated the benchmarks within each grouping. The results obtained show that the ranking obtained brings considerable variations in the positions of the countries, in relation to the LPI. To give robustness to the results, it was decided to measure efficiency using three different structures, checking the sensitivity of the models to different inputs and outputs. It was observed that, even using different proxies, the results of the DEA models used are well related to each other. Regarding the decision to group countries with similar economic characteristics, a test of agreement of the models showed that, within each cluster, the agreement between the three models is higher than that found in the total set of countries. In the analysis of the complete set of countries, Egypt, Georgia, Iceland, Iran, Malta, Mongolia, Trinidad and Tobago and Uruguay, in Model A, and Brazil and Azerbaijan, in Model C, presented variations above 30 positions between the two rankings. This fundamentally points to the role that the factors included in the model can play in measuring the logistical efficiency of countries. Essa mensuração também permite aos principais players da logística mundial uma comparação entre si e auxilia os governos e decisores políticos na realização de reformas necessárias na busca da vantagem econômica e da eficiência. Dado que a logística é considerada um sistema, sua mensuração vai além de aspectos relacionados à qualidade da infraestrutura ou a qualquer outro aspecto operacional. Assim, o objetivo da presente pesquisa é propor um modelo de mensuração da eficiência logística dos países, considerando fatores socioeconômicos, políticos e institucionais apontados pela literatura. Para tanto, analisou-se os países pertencentes ao índice LPI, para o ano de 2018, aplicando-se a técnica não paramétrica Análise Envoltória de Dados (DEA em inglês) de forma a processar os fatores e estabelecer as Decision Making Units (DMUs) mais eficientes por meio de escores. Além disso, optou-se por agrupar os países em clusters com características comuns de forma que o resultado da análise da eficiência apontasse os benchmarkings dentro de cada agrupamento. Os resultados obtidos apontam que o ranking obtido traz variações consideráveis nas posições dos países, em relação ao LPI. Para dar robustêz aos esultados, optou-se por mensurar a eficiência utilizando três estruturas diferentes, verificando a sensibilidade dos modelos aos diferentes inputs e outputs. Observou-se que, mesmo utilizando proxies diferentes, os resultados dos modelos DEA utilizados apresentam-se bem relacionados entre si. Com relação à decisão de agrupar os países com características econômicas semelhantes, um teste de concordância dos modelos apontou que, dentro de cada cluster, a concordância entre os três modelos é superior à encontrada no conjunto total do países. Na análise do conjunto completo de países, Egito, Geórgia, Islândia, Iran, Malta, Mongólia, Trindade e Tobago e Uruguai, no Modelo A, e Brasil e Azerbaijão, no Modelo C, apresentaram variações acima de 30 posições entre os dois ranking. Isso aponta fundamentalmente para o papel que os fatores inseridos no modelo podem ter na mensuração da eficiência logística dos países.
