La comptabilité et les réformes de modernisation de l'État en Russie au milieu du XIXe siècle

International audienceThe budgetary and accounting reform was one of the challenges of the reform policy of Alexander II which aimed at modernizing the Russian state and society in the second half of the nineteenth century. Designed according to the proposals of V. A. Tatarinov, this reform was divided into several innovations which allow both to streamline the administration of finances and to increase the control over the management of the state money in the empire. The law of 22nd May 1862 was the first normative law which enacts the modes of establishment and execution of the Russian state budget. The veil of secrecy had been lifted to make public the monarchy's budget since this time. The imperial treasury was centralized in 1864. In addition, a network of control offices was created under the direction of the Audit Office through the empire for auditing and closing of the accounts at the end of the year. In this paper, we will examine the key issues related to the implementation of such reform which was a crucial stage for the development of the State and the public finances in Imperial Russia.La réforme budgétaire et comptable constitue l'un des enjeux de la politique réformatrice d'Alexandre II destinée à moderniser l'État et la société russe dans la deuxième moitié du XIXe siècle. Conçue selon les propositions de V.A. Tatarinov, elle se décline alors en plusieurs innovations visant à rationaliser l'administration des finances et à renforcer le contrôle sur la gestion des recettes et des dépenses dans l'empire. Le Règlement promulgué le 22 mai 1862 fixe les règles encadrant les procédures d'élaboration et d'exécution du budget de l'État. Le budget de la monarchie, jusqu'ici tenu secret, est rendu public à partir de cette date. La gestion centralisée de la trésorerie impériale est instaurée en 1864. Enfin, un réseau de chambres de contrôle, placées sous la direction du Contrôle d'État, fut créé à travers l'empire pour examiner et clôturer les comptes publics à la fin de l'année. Dans cette communication, nous nous proposons donc d'éclairer les aspects essentiels liés à la mise en œuvre de cette réforme qui a marqué le développement de l'État et des finances publiques en Russie impériale
