Presented at the GLOBELICS 6th International Conference 2008 22-24 September, Mexico City, Mexico.In the first part of this paper, we offer a general approach to national research systems, or better (as we will argue), knowledge, research and innovation systems (KRIS). In the second part, we argue that developing countries need not imitate the system of one or another developed country, but can “grow their own KRIS”. In the third part, we identify constraints and opportunities to do so
