The memorandum and associated documents, released by Interim USF President William Reece Smith in August 1977, outlines an implementation plan put into place for the regional campuses of USF (including USFSP) that took effect in August 1977. A couple of months earlier, Smith started the process of looking at inter-campus relations and public hearings at USF Tampa and USFSP took place on 13 July 1977. The document clearly stated that branch campuses feel under the USF Tampa umbrella at that time, and that regional accreditation was not considered an option for USFSP during the late 1970s
