STRATEGI PEMBERDAYAAN SUMBER DAYA LAUT MELALUI KEARIFAN LOKAL SISTEM PUNGGAWA-SAWI DI DESA PALALAKKANG KECAMATAN GALESONG KABUPATEN TAKALAR

The coastal environment in Indonesia's territory requires a strategy to empower marine resources through the form of local wisdom. One of the local wisdoms in the form of a work system is the punggawa-sawi in Palalakkang village, Takalar Regency. This research uses qualitative research with a phenomenological approach. Data collection was carried out in the natural setting (natural conditions), namely on the life and behavior of the courtier-sawi in their life on land and in the sea. Primary data sources and data collection techniques are mostly obtained from participatory observation and in-depth interviews. The results showed that the strategy used through the punggawa-sawi system, can be seen from several indicators, namely: dependence of fishermen with capital owners, use of fishing gear between fishermen, determination of patron-client groups of fishermen, the problem of using bombs, trawlers and other dangerous materials, work structure planning, water area conservation stage, and fishermen business diversification
