The practice of land procurement for development for the public interest, often raises its own problems, such as: the nominal of compensation, the form of indemnity, and often the problem of land procurement for development for public purposes leads to agrarian criminal. So many have questioned whether this happened as a result of the lack of a set of legislative ordinances, or because of the lack of apparatus, or even because of the actions of officials who exceeded their authority. In Pangkalpinang, this research proved that, land procurement problems: uncertainty in the determination of compensation, the difference ofunderstanding between the indigeneous people and the government on the meaning of land ownership rights, and the absence of public participation in the procurement of land for development for the public interest.
