Des enchères de bois public aux contrats d'approvisionnement ?

This article suggests to apply the evolution of the merchant institutions used to sell public timber, with reference to the theory of "path dependence". First we present, in a socio-economic perspective, the features which led, since the 17th century, to the appearance of a path dependence situation arount the auction. Then we describe the exogenous and endogeneous factors in favour of a change in the institutional trajectory, due to the emergence of supply contracts chains based on private agreements. Finally, we present economic and social arguments given by part of the timber industry to maintain the auction as the main sales method.Cet article propose d'analyser l'évolution des institutions marchandes utilisés pour commercialiser les bois publics en France, en faisant référence à la théorie de la "dépendance au chemin". Nous présentons d'abord, dans une perspective socio-économique, les éléments qui ont conduit, depuis le XVIIe siècle, à l'apparition d'un phénomène de dépendance au chemin autour de l'enchère. Puis, nous examinons les facteurs exogènes et endogènes favorables à un changement de trajectoire institutionnelle à travers le développement de contrats d'approvisionnement négociés de gré à gré. Enfin, nous analysons les arguments économiques et sociaux soulevés par une partie de la filière pour conserver la mise en marché des bois publics dans le cadre d'un système d'enchère
