International audienceThe concept of cultural heritage, as a great number of paradigms, is in constant evolution due to the new trends in terms of: sustainable development, new communication technologies, globalization, among others.In this way, the reformulation about what is considered like a cultural heritage reflects in the creation of new categories. This shift implies not only the adaptation of the field of preservation and safeguard of cultural goods, also the integration of new urban actors who encouraged and intensify the civil society participation. Thus, the civil society participation has been a current practice and a key factor in the innovative policies for heritage safeguarding, nevertheless, Can be the cultural heritage observed like a useful tool in the construction of civil society participation?From a brief analysis on the evolution of the concept of cultural heritage in the international context versus mexican context, the paper brings forward evidence to the questions of the civil society participation and the management of the cultural patrimony takes into account two urban contexts: the world patrimonial city of Lyon (France) and the world patrimonial city of Puebla (Mexico).El concepto de patrimonio cultural, al igual que un gran número de paradigmas, se encuentran en constante evolución debido a las nuevas tendencias en términos de: desarrollo durable, nuevas tecnologías, globalización, entre otras. De esta forma, la reformulación de lo que es considerado como Patrimonio Cultural se traduce en la creación de nuevas categorías propiciado no solamente la extensión del campo de salvaguarda y la protección de los bienes culturales, si no también, la integración de nuevos actores urbanos que favorecen e intensifican una participación ciudadana. Esta última ha llegado a ser una práctica recurrente y un factor clave en el diseño de las políticas de salvaguarda del patrimonio, sin embargo, en que medida el patrimonio cultural puede ser observado como una herramienta útil en la constitución de una participación ciudadana?
