International audienceThanks to the democratization of computing and networking equipment during 1900s, Information and Communication Technologies (ICTs) were (and still are) presented as the path which poor countries such as those of Africa should take in order to stimulate development. This approach nourished a broad discursive production in order to promote ICTs, partially motivated by capitalist strategies aimed at the conquest of new markets. Furthermore, the development of ICTs in Africa creates disparities between and within countries, contradicting the discourse promoting ICTs as the panacea of development.
