International audienceThe launching in 2000 of the first « Digital Campus » invitation for tenders aimed at the development of on line higher education comes within the framework of a whole set of discourse. Generated in the mid-90s, this new rhetoric announces, in connection with the development of communication networks, the great boom of « virtual universities » supposed to take the place of traditional ones. This work rests upon the hypothesis that only the survey of public action, the outcome of which was the « Digital Campus » program, allows for the possibility of overcoming the logic imposed by a chain of discourse more likely to produce stories than to generate an understanding of the social background.
