The thesis focuses on the economic foundations of administrative reforms in developed countries. Thus, it aims to compare theoretical views on the evaluation of efficiency in administration, and it considers possible theoretical and empirical ways of reforming administrations. It is constituted of three parts.A first part deals with rising critical views of administration, as a justification for current reforms; it is mainly a survey and important authors are studied, such as Weber, Downs, Leibenstein or public choice views like Niskanen's.
