Mise en œuvre locale d'une stratégie globale de prévention du risque d'inondation : le cas de la Loire moyenne

Since the 1980's, the public policies for the flood management have considerably changed inFrance and in Europe : the “fight against the floods” has been replaced by a more global and integrated prevention of flood risks. In 1999, the middle Loire River illustrates this phenomenon with the building of a new comprehensive strategy to respond to the flood hazard, while taking into account new social demands notably environmental issues. However, the implementation of this new Middle Loire's strategy has faced some difficulties. Consequently, the concept of the strategy had to be questioned at a first stage and secondly the concrete modalities of its local application had to be analyzed. Besides the case of the Middle Loire illustrates the interest in elaborating new public policies about flood risk prevention for overcoming the recurrent antagonism between decision and action, and promoting bottom up initiatives in such policies.Depuis les années 1980, les politiques de traitement des inondations ont fortement changé en France et en Europe : la lutte contre les crues a fait place à une prévention globale et intégrée. La Loire moyenne illustre ce phénomène avec la conception en 1999 d'une stratégie pour répondre au risque tout en tenant compte des nouvelles exigences sociétales notamment en matière environnementale. Mais les difficultés actuelles de son application amènent d'une part à questionner le concept de stratégie et d'autre part à analyser les modalités concrètes de sa mise en œuvre à l'échelle locale alors que son caractère global sous-entend le maintien difficile des interrelations thématiques, spatiales et temporelles. Le cas de la Loire moyenne illustre la pertinence de repenser l'action publique en matière de prévention du risque d'inondation pour dépasser l'antagonisme récurrent entre décision et action tout en favorisant l'intégration des émergences locales
