in the present trend towards ubiquity of networks and mobility of services, we observe that network access can be provided by different types of access technologies with coverage overlapping, which composes an environment of heterogeneous wireless networks. in this environment, mobile terminals need always select the best network. in this dissertation, we make firstly a survey of existing schemes of network selection, which utilise different mathematical models. then, we establish a simulator by matlab. in our first proposition, the problem of using mobility factors are studied. we explain that the selection of the best network becomes the selection of the best permutation when vertical handover properties are taken into account. in the end...
