At the end the nineteenth century when the worker's condition began to improve in the West, the situation of women sweatshop workers, exploited to exhaustion for starvation wages, shocked people with a social conscience ( Social Christians, feminists, Freemasons...). After the failure of cooperative efforts against the tide of mass production, the use of the legislature seemed the only solution. Passed in 1915, revised in 1928, 1941, and 1957, the law did not, however, deliver the expected results. This study attempts to demonstrate, figures in hand, the powerlessness of the law to reduce wage discrimination based on gender.
