The city of Cairo is directly managed by the State. Economic and urban policies initiated by successive political regimes, from the years 1952, have profoundly influenced the social structure of the city and the country as a whole. These policies were the driving force of social, residential and functional dynamics. Mobility of the affluent to the suburbs has created the phenomenon of polycentrism. Consequently, much of the luxury services have abandoned the downtown area to track their customers. Despite the deterioration of these services, the city centre has paradoxically retained its position as a focal point for power.
