Espace Transnational et Territoires. Les Réseaux Marocains du Développement

This thesis deals with the sociopolitical consequences of development projects supported by migrants for the benefit of their village of origin. Drawing on the example of Moroccans coming from the Southern Morocco (a predominantly berber area that includes the Atlas Mountains in the East, and the valleys of the Souss and the Massa in the West), I have sought to understand, on the one hand, the building process of a transnational space, and, on the other hand, the behaviours of public authorities toward this space: states, municipalities and local authorities. I have worked on the conditions of appearance of this transnational space. From a European point of view, I have described the different types of networks, either social or associational, which enable the migrants to think here the development there. Finally, I have analysed the different funding policies supporting the project and which enable states to use transnational resources to improve their territorial infrastructures.Cette thèse porte sur les conséquences sociopolitiques des projets de développement des migrants pour leur village d'origine. A partir de l'exemple des Marocains issus du Sud marocain (région à majorité berbère incluant le massif de l'Atlas à l'Est et la vallées du Souss et du Massa à l'Est), nous nous sommes attachés d'une part à comprendre les tenants et aboutissants de la construction d'un espace transnational et, d'autre part à dénouer le positionnement des entités territorialisées vis-à-vis de cet espace : Etats, communes et pouvoirs locaux. A travers les observations effectuées au Maroc, nous nous sommes interrogées sur les conditions d'apparition de cet espace transnational. Notre terrain européen nous a ensuite permis de décrire les divers types de réseaux, tant sociaux qu'associatifs, qui permettent aux migrants de penser ici le développement là-bas. Enfin, nous avons analysé les divers dispositifs publics d'aide au projet qui permettent aux Etats d'instrumentaliser le transnational
