Der Wegfall der Grenzen in der Europäischen Union seit 1992 führte zu einer signifikanten Neuordnung von Territorien. Das ist der Fall im Baskenland. Diese Entwicklung erhält starke Impulse von der Ideologie der Schaffung eines Europas der Regionen und der Wiederbelebung historischer Territorien. Erste Schritte waren die Festlegung einer grenzüberschreitenden bebauten Fläche unter Einschluss der Städte Bayonne (französisches Baskenland) und San Sebastian (spanisches Baskenland).
