The Social, Economic and Political Origins of Local Political Elites in North-Rhine Westphalia in 2015: Results from a Telephone Survey of Members of 10 Local Councils

Dieses Papier gibt einen Überblick über die sozialen, wirtschaftlichen und politischen Hintergründe gewählter Mitglieder der Gemeinde- und Stadträte in zehn NRW-Kommunen im Jahr 2015. Durch die statistische Analyse telefonischer Umfragedaten einer repräsentativen Stichprobe von 165 kommunalen Abgeordneten wird aufgezeigt, wie sich diese Herkunftsmuster nach Geschlecht, Partei und Gemeindeeigenschaften unterscheiden. Weiterhin werden zum Teil die Befunde für die lokalen Politikerinnen und Politiker verglichen mit denen der allgemeinen Bevölkerung. Die zentralen Ergebnisse sind wie folgt: (1) die lokalen politischen Eliten sind eine sozial und ökonomisch hochselektive Gruppe, in der statushöhere Bildungs- und Einkommensschichten überwiegen. Obwohl die allermeisten der kommunalen Abgeordneten nur ehrenamtlich in der Politik aktiv sind, zeigt sich eine ähnlich starke soziale Verzerrung wie sie für Berufspolitiker nachgewiesen worden ist. (2) Frauen sind deutlich unterrepräsentiert in der Gruppe der Abgeordneten. Zudem unterscheiden sich Politikerinnen von Politikern beispielsweise durch ein höheres mittleres Einstiegsalter in die Politik und in die Parteimitgliedschaft. (3) Etwa ein Viertel bis ein Drittel der Abgeordneten stammt aus Elternhäusern, in denen mindestens ein Elternteil parteipolitisch aktiv war. Bei der CDU und der SPD dominiert unter denen mit „geerbter“ politischer Aktivität die elterliche Verortung in derselben Partei. (4) Die beruflichen Unterschiede der Befragten zwischen Stadt und Land spiegeln allgemeine Unterschiede zwischen Stadt- und Landbevölkerung wider. Überaschenderweise steigen kommunale Abgeordnete in Städten im Schnitt früher in die Politik ein als diejenigen in eher ländlichen Gemeinden. Insgesamt stellt die Studie die aktuellsten und breitesten Befunde bezüglich gewählter kommunaler Politikerinnen und Politiker in NRW dar und erlaubt ein neues und besseres Verständnis für das politische Leben auf lokaler Ebene im bevölkerungsreichsten Bundesland Deutschlands.This paper gives an overview of the social, economic and political background of local councellors in ten communities of Northrhine-Westphalia in 2015. The statistical analysis of a representative sample of 165 councellors unravels how the patterns are stratified by gender, party and characteristics of the locality. In addition, the results are compared against those of the general population. The central findings are: (1) local political elites are a highly selective group that is dominated by members of high-status educational and income groups. Even though these politicians are unpaid volunteers, the patterns reveal a similar distorted social image as has been shown for professional politicians; (2) women are under-represented in the group of local politicians. Those who are among the local councellors differ from their male counterparts in a higher entry into politics and party membership. (3) about one fourth to one third stem from families in which at least one parent has been politically active. Among councellors from the CDU and SPD who have or have had active parents, these parents tend to have been active in the same party. (4) differences between local councellors in the countryside and in the city mirror the general differences in the general population. Surprisingly, local politicians in rural areas enter politics at an earlier stage than those from the cities. All in all, this study shows the most current and broadest results of elected local politicians in NRW and allows a better understanding of the political life at the local level in the most populous German state
