The purpose of this essay is to present the historical background of the international controversy which has arisen out of the arrangement made for the payment of tolls in the recent legislation of the United States Congress known as the Panama Canal Act. Section 5 of that Bill contains the words "No tolls shall be levied upon vessels engaged in the coastwise trade of the United States." Great Britain has formally declared that she considers this clause a violation of the Hay-Pauncefote Treaty. [...
