Changes in governing practices in Oman are indicated by a number of recent developments: on the one hand the regime is attempting to diversify the economy away from its complete dependence on oil revenues (through Omanisation of the labour force and a diversification of economic activities); on the other, the authorities' reaction to the timidly dissenting voices which have emerged since 2005 reflects their response to the USA’s political pressures on the Gulf regimes within the framework of its ‘war against terrorism'.
