The article discusses the rise of diaspora as a theoretical concept and political claim and contrasts it with a simultaneously emerging literature on transnational citizenship and democracy. It discusses the implications of diasporic claims for conflicts over territorial autonomy and minority rights and concludes with a normative critique of proposals for transnational democracy that fail to identify criteria for membership in the demos
