This Policy Paper results from a lecture delivered as part of the Executive Seminar on global governance and transnational human rights obligations, convened at the European University Institute in late November 2011. The event was related to GLOTHRO (Globalisation and Transnational Human Rights Obligations) which forms both a research strand within the Global Governance Programme at the EUI and a research networing programme under the auspices of the European Science Foundation.
