While the Department of Defense met its FY2012 small-business subcontracting goal, the Department of the Navy (DON) is quite possibly leaving behind the potential for more small-business participation in the area of subcontracting. The DON utilizes many large prime contractors, especially when it comes to ships and complex weapons systems. Most of these large primes are obligated to subcontract work to small firms. Further, the DON is obligated by law to maximize small-business participation in contracting. This report will evaluate and determine whether opportunities for fuller utilization of small businesses in DON subcontracting exist.
