Investimento pÃblico no Brasil e o programa de aceleraÃÃo do crescimento Fortaleza 2009

This paper makes a historical survey about the investments in gross fixed capital formation and shows the evolution of the investment rates in Brazil recently. Infrastructure investments are justified by the economic growth that they stimulate. The fiscal crisis in Brazil, in the last decades, became impracticable the execution of the necessary investments to endow the country of the economical infrastructure suitable. In this scenario, the Program of Acceleration of Growth (PAC) was begun with the intention of expand and modernize the economical infrastructure available in the country. In fact, the Gross Domestic Product is growing in the last years, but the investment rates of the economy didnât show a considerable growth when it is compared with earlier periods. In the historical series of the investment rate, Lulaâs first mandate has the worst fulfillment, but itâs observed that this tendency has an inflection from the first year of the second mandate.Esta dissertaÃÃo faz um levantamento histÃrico sobre os investimentos em formaÃÃo bruta de capital fixo e apresenta a evoluÃÃo da taxa de investimento no Brasil nos anos recentes. Os investimentos em infra-estruturas sÃo justificados por estimularem o crescimento econÃmico. A crise fiscal do Estado brasileiro, nas Ãltimas dÃcadas, inviabilizou a realizaÃÃo dos investimentos necessÃrios para dotar o paÃs de uma adequada infra-estrutura econÃmica. Diante de tal quadro, o Programa de AceleraÃÃo do Crescimento (PAC) foi lanÃado com o intuito de expandir e modernizar a infra-estrutura econÃmica disponÃvel no paÃs. De fato o PIB tem apresentado uma trajetÃria de crescimento nos Ãltimos anos, contudo a taxa de investimento da economia nÃo apresentou aumento considerÃvel quando comparada com perÃodos anteriores. Na sÃrie histÃrica da taxa de investimento o primeiro mandato do governo de Lula possui o mais fraco desempenho, contudo observa-se que esta tendÃncia sofre uma inflexÃo a partir do primeiro ano do segundo mandato
