A polÃtica de desenvolvimento sustentÃvel do territÃrio rural Sudoeste do ParanÃ

The National Policy of Sustainable Development of Rural Territory â PRONAT is a policy implemented by the Federal Government in 2013, it proposes the execution of a decentralizing model of development, based on the sustainability and in the territorial units, understood as wider areas than the municipalities and with historic and economic similarities. The PRONAT has recognized many territories throughout the country, because such territories would be the best planning and implementation unities from the initiative able to promote development. In light of this, our aim is analysing the current proposal on this policy through bibliographic studies and documents, and checking it through cases study, in the Territory of Southwest of Parana, the implementation of this initiative, as well, the operation and the articulation of the implemented actions on this territory form the study of three projects implemented by the managing group of Southwest Territory (GGETESPA). Through the analysis and data collection, it has been realized that such policy has been facing operational difficulties, and that the Territory of Southwest has created, a forum of discussion from this policy, however, the articulation and the implementation of such initiatives hold some fragilities, according to what has been shown in the current essay.A PolÃtica Nacional de Desenvolvimento SustentÃvel dos TerritÃrios Rurais - PRONAT à uma polÃtica implantada pelo Governo Federal em 2003, propondo a efetivaÃÃo de um modelo descentralizador de desenvolvimento, baseado na sustentabilidade e nas unidades territoriais, entendidas como Ãreas mais abrangentes que a escala municipal e que possuem semelhanÃas histÃricas e econÃmicas. O PRONAT reconheceu inÃmeros territÃrios em todo o paÃs, pois esses seriam as melhores unidades de planejamento e execuÃÃo das iniciativas capazes de promover o desenvolvimento. Diante disso, nosso objetivo à analisar a proposta presente nessa polÃtica atravÃs de estudos bibliogrÃficos e de documentos, e verificar atravÃs de estudo de caso, no TerritÃrio Sudoeste do ParanÃ, a implantaÃÃo dessa iniciativa, assim como o funcionamento e a articulaÃÃo das aÃÃes executadas nesse territÃrio a partir do estudo de trÃs projetos implantados pelo Grupo Gestor do TerritÃrio do Sudoeste do Paranà (GGETESPA). AtravÃs da anÃlise e da coleta de dados, percebemos que essa polÃtica enfrenta dificuldades principalmente operacionais e que o TerritÃrio Sudoeste do Paranà criou, a partir dessa polÃtica, um espaÃo de debate entre as entidades atuantes na regiÃo, financiando vÃrios projetos, no entanto, a articulaÃÃo e a operacionalizaÃÃo dessas iniciativas possuem vÃrias fragilidades, conforme demonstramos na presente dissertaÃÃo
