A generalized Vlasov equation (GVE) is derived. Compared to the usual Vlasov equation, GVE presents an additional velocitydependent correlation term. Taking as a starting point the GVE, the phenomenological approximation to two-particles function, f2(rlr2ptp2; t) = f~(rlp~; t)fl(r2P2; t)g(r~ - r2) , proposed by Singwi, Tosi, Landi and Sjolander is analyzed
