SOCIAL AND ECONOMIC AND CULTURAL AND EDUCATIONAL ACTIVITY OF ZEMSTVOS AT THE KOLCHAKOVSKY REGIME

Purpose. The article is devoted to the topical in the conditions of formation of the social state theme of territorial self-government institutions. The subject of analysis is the social and economic and cultural and educational activity of zemstvos. The author aims as the purpose to consider activity of territorial self-government institutions at the kolchakovsky regime. Methodology. The research is based on analytical, systematic, comparative-historical, historical-genetic and historical-typological methods. Results. Territorial self-government institutions in the Far East and Siberia at the kolchakovsky regime (november 1918 – january 1920) carried out economic, social, educational and cultural and educational functions. This work was conducted in the conditions of Civil war, an economic crisis and difficult relations with the Omsk government that was expressed in deprivation of zemstvoes of some of their functions. However it did not prevent them to solve the main problems of the population adequately. Though results strongly depended on military operations, a lack of money and repressions from the kolchakovsky regime. At the same time economic and cultural and educational activity of territorial self-government institutions can be considered as a factor of development of the Far East and Siberian regions.
