Contrary to widespread belief, the purpose of Integrated Coastal Zone Management (ICZM) is not solely to address the strengthening of consultation processes between coastal stakeholders. International and European studies show that ICZM relies also on key principles. Indeed these are included in the 30 May 2002 European Council and Parliament Recommandation. Since 2007 however, the position of the European Commission on these issues has evolved towards supporting the implementation of an integrated maritime policy. Yet this maritime dimension should have logically been part of the European ICZM strategy defined by the Commission in 2000
