Religious welfare organizations (RWOs) are considered the leading providers of services in Lebanon, with annual budgets exceeding those of state service ministries. While the religious nature of Lebanese society contributes to one part of the story, other political factors have led to these organizations’ emergence: political motivations heavily influence RWOs’ development. Thus, the conceptual framework that analyzes RWOs as providing services solely based on religious obligations does not provide a full analysis of their dynamics and importance.
