Bush signed into law H.R. 1: Implementing Recommendations of the 9/11 Commission Act of 2007. The law mandates that 100% of air and maritime cargo must be scanned prior to entering the United States, and has been deemed unfeasible by many opponents. The analysis contained in this thesis shows that it is much more feasible for a major port to absorb the huge initial investments and operating costs than a smaller port.
