George Kessler’s long range landscape plan for Indianapolis called for the creation of 12 parks connected by parkways and boulevards, many along Fall Creek, White River, Brookside, and Pleasant Run. There were to be graceful bridges, paths, statuary, gardens, and fountains along the roads and throughout the parks. When the 1913 flood destroyed bridges on Capitol Avenue and Meridian Street over Fall Creek they were rebuilt following Kessler’s design
