The purpose of this study is to point out the current issues about the policy of universities in Japan. In recent years, the government and the universities in Japan have focused on constructing new academic and educational institutions or programs for cultivating global human resources in universities. However, the government and the universities do not put a focus on the fact that there are Japanese high school students overseas who do not choose to go to universities in Japan, rather, other countries.
