SUMMARY This article argues that the twin themes of ‘nationalism’ and ‘structuralism’ usefully illustrate what was most distinctive about Dudley Seers' contributions to the political economy of development. The view that a regionally?divided world, including a stronger Greater Europe, would lead to greater international equality is criticised. It rests on an optimistic interpretation of the developmental role of the nationalist state in the Third World, maintained despite his own unhappy experience advising Kwarne Nkrumah's Ghana.
