Summary The objectives of political conditionality, where aid is made conditional on political and administrative reform, are to promote democracy, improve human rights and to enhance administrative efficiency. This article examines recent cases where donors have applied political conditionality, either bilaterally or in concert, to assess the extent to which these objectives have been achieved. A review of the contrasting experiences of Indonesia, Kenya and Malawi leads to the conclusion that where substantial trade or diplomatic interests are at stake, these will prevail over ostensible commitments to political reform, and that strong Asian countries are in a better position to resist donor pressure than most aid dependent and debt?ridde...
