Summary Two important policy initiatives which the World Bank has been promoting since 1989, good governance and poverty reduction, represent an important policy opportunity – to enhance the accountability of governments to the poor. However, these two policy agendas have by and large avoided addressing power issues behind distributional inequities. Concerns about the efficiency and accountability of public institutions in the Governance agenda seem to be oriented towards improving the climate for the free market. The Poverty agenda retains an emphasis on adjustment policies in agriculture and better targeting of social sector spending, with little attention to the politics of reorienting public institutions to respond to the interests of ...
