Negotiating Land Policies to Territorialise State Power

International audienceLand policies have been shaping the (trans)formation of the Tanzanian state since independence. Nevertheless, Tanzania has been referred to as a target country of the international “land rush,” which is often associated with a declining role of state actors in the land sector. This article argues, on the contrary, that the negotiations of land deals since the end of the 2000s have reconfirmed an interdependent relationship between land policy processes and state-building. While the formulation of investment-promoting land policies since the 1990s suggests that the privatisation of the sector has increased the leeway for foreign investors, their implementation has reaffirmed the omnipresence of state power. More broadly, the theoretical aim of this article is to consider large-scale land deals as a heuristic object for studies in political science investigating state (trans)formation in Africa.Les politiques foncières ont été un élément clé de la construction de l’État en Tanzanie, depuis les indépendances. Cependant, la Tanzanie a été qualifiée de pays cible de la « ruée internationale » vers les terres qui est souvent associée à l’idée d’un retrait de l’État de la gestion du secteur foncier. Cet article défend au contraire que les négociations des transactions foncières observées depuis la fin des années 2000 confirment l’indissociabilité des processus de politique foncière et de la sociologie historique de l’État. Alors que la formulation des politiques foncières depuis les années 1990 laisse suggérer une privatisation du secteur qui augmenterait la marge de manœuvre des investisseurs étrangers, la mise en œuvre de ces politiques réaffirme plutôt l’omniprésence du pouvoir de l’État. Plus largement, l’objectif théorique de cet article est de construire les transactions foncières à grande échelle comme un objet de recherche heuristique en science politique et pour la recherche sur la (trans)formation de l’État en Afrique
