In the first part of this paper, an experimental system is described which was developed and used for measuring compliant tools performance characteristics. Elementary mechanics considerations and signal-response characteristics of the experimental apparatus for orthogonal brushing are briefly outlined and discussed. The material removal capabilities for orthogonal brush-workpart contact are determined for several ranges of brush speeds, penetration depths, contact revolutions and filament tip geometry. Finally, a discussion on brush force and material removal characteristics for various brush operating conditions concludes this paper
