This paper describes the changing relationship between France and the United States in the field of social policy over the 20th century. During the Progressive Era, American social welfare experts were fascinated with the French model of social welfare, implemented by the Third Republic. However, a shift occurred in the interwar era: the New Deal made the United States a model. After World War II, American experts looked increasingly toward Great-Britain. The French model of social security looked more and more awkward. The French model was soon to become a counter-model
