The paper describes national infrastructure planning in Finland, Sweden and Norway as well as the tools and guidelines which are used for cost-receipts analysis at the national level. Special focus will be directed towards cross-border infrastructure and the extent to which the national planning process permits national and cross-border infrastructure projects to be compared on the same terms and conditions. Given that national and cross-border infrastructure projects cannot be compared on the same terms and conditions with existing evaluation methods, the risk of sub-optimal infrastructure allocations is immediate.SimLab East-Wes
