Over the last decade, we have created for ourselves the opportunity to establish a true "knowledge commons". This is academia has not (entirely!) given up control of its scholarly output. Institutional repositories are crucially important because they embody the distributed control of those resources - especially papers and research data - which are the heart of the emerging paradigm of 'open science’. The Coalition of Open Access Repositories(COAR) 1 is working to develop a vision and take steps towards the implementation of a knowledge commons based on repositories and open, network services, interoperating with open standards.
